Highland Council planners said the proposal for a 45,000 sq ft (4,180 sq m) store at Slackbuie Farm went against planning policies. A petrol station and five small retail units were also proposed for the site on the Southern Distributor Road.
The planning application will go before next Tuesday's Inverness, Nairn, Badenoch and Strathspey committee.
Inverness boasts three Tesco stores. A survey last year revealed retail giant Tesco has a 51 per cent share of the grocery market in the city.
