Harlow study planned

Planning consultant David Lock Associates has been commissioned to draw up a development framework for Harlow town centre in Essex, on behalf of Harlow district council, English Partnerships and the East of England Development Agency. The study will focus on an area just north of the town's retail core, where the council is keen to see a high-quality mixed-use development.
