Planning minister Keith Hill is expected to update delegates at this year's British Council of Shopping Centres (BCSC) Annual Conference on the Government's view of the retail property industry.
Hill used last year's BCSC event to unveil Government proposals to replace Section-106 agreements with a fixed levy on retail developments.
