The fundamental question is wether store leases would stand up in court given the expected requirement within that contract that lease holders are not prevented from trading.

This may be a unique circumstances but I do not see why landlords should expect to be paid in full at the tenants cost as that would mean they are unaffected by the pandemic .

I do not believe any court is going to rule in landlords favour . A minimum of 2 years to pay back 50% of accrued rent debt would be be fair and reasonable .

The government has no option to apply the moratorium against aggressive rent collection on arrears unless a tenant refuses to pay 50% over a minimum of 2 years.
